A thousand kilometers from the Mediterranean Sea, the desert city of Agadez has become an outpost of European migration policy. For centuries, the nomadic Tuareg have been transporting people across the desert here—until new laws labeled them as human smugglers. Germany and Europe are investing millions in local security, and the U.S. is deploying drones. But what good are border controls without economic prospects for the people? A mayor, a journalist, and a merchant share their stories—until a military coup in 2023 changes everything.
